Adaptation of the swisssign.net user interface

The issuing process for SSL/TLS certificates will be even simpler. In future, when issuing an SSL/TLS certificate via the user interface, the certificate can be downloaded directly after confirming a certificate issuance. The separate selection of the "Issue" button is no longer necessary from this point on.
